Mandate

The Uganda Consulate in Arusha is entrusted with the following responsibilities:

  • Participation in EAC Programs: Engaging in all EAC programs and activities, with reports directed to the Permanent Secretary of the Ministry of Foreign Affairs and the High Commissioner in Dar es Salaam. The main mandate is to liaise with the East African Community on behalf of the Government of Uganda.
  • Promotion and Protection of Interests: Safeguarding and promoting Uganda's interests in Arusha and the surrounding regions.
  • Consular Services: Providing consular assistance to Ugandan nationals residing or working in Arusha and nearby areas like Moshi. This includes aiding stranded Ugandans and those in distress.
  • Protocol Services: Offering protocol services to Ugandan VIPs and government officials visiting Arusha for official purposes.
  • Political, Economic, and Security Interests: Protecting and advancing Uganda's political, economic, and security interests within the EAC.
  • Tourism Promotion: Participating in tourism expos, and seminars, promoting Uganda’s tourism potential and securing promotional materials

Activities

The Consulate engages in a wide range of activities to fulfill its mandate:

  1. EAC Meetings: Attending various levels of EAC meetings, including the Summit of EAC Heads of State, the Council of Ministers (the highest policy organ of the Community), Sectoral Councils, and Experts'/Sectoral Committee meetings.
  2. Legal Monitoring: Keeping track of Ugandan-related cases at the East African Court of Justice (EACJ).
  3. Legislative Monitoring: Observing proceedings of the East African Legislative Assembly (EALA) held in Arusha.
  4. Joint Permanent Commission (JPC): Engaging in the Joint Permanent Commission, which covers multiple cross-cutting issues under specific Sectoral Councils of the EAC, such as:
  • Energy
  • Transport, Communication, and Meteorology
  • Education and Sports
  • Trade, Industry, Finance, and Investment
  • Cooperation in Defense Affairs
  • Diaspora Mobilization: A core mandate involving the mobilization of Ugandans residing in Arusha, Kilimanjaro region, with a focus on community engagement during significant national events like Independence Day and NRM Liberation Day. The Ugandan community in Arusha is well-organized, with an executive committee and a structured communication network through a WhatsApp group.
  • Community Initiatives: Supporting initiatives such as the drafting of a constitution and a proposal for a Welfare Fund and Investment Scheme by the Ugandan community in Arusha. Encouraging members to invest back home in Uganda and participate in the annual cultural day event hosted by the Spiritan Missionary School who host a number of Ugandan students.
  • Commercial Diplomacy: Mobilizing Ugandans to identify trade and investment opportunities in the region. This involves organizing trade exhibitions, tourism expos, cultural shows, and other related events.

    Emergency Travel Documents: In collaboration with the Uganda High Commission in Dar es Salaam, the Consulate issues emergency travel documents for Ugandans returning home.

    Document Certification: Certification of official documents, including educational certificates, marriage certificates, and more.

    Diaspora Registration: Registration of Ugandans living in the diaspora.

    Trade Facilitation: Assistance with trade-related matters.

    Repatriation Services: Coordinate the repatriation process for Ugandans who have passed away in the region.
